Ruby on rails 初学者です。サーバーが立たず困っています…

Question

Progateを中心にRuby on railsを学習中です。
Ruby on rails をインストールし、コマンドで
「rails s」を入れ、
「localhost:3000」にアクセスしてみましたが
何度やってもサイトにアクセスできません。
localhost で接続が拒否されました…というサインが
出てサーバーが立ち上がらない状況です。

ちなみにコマンドでrails sを叩くと下記のような画面が出てまいります。
どなたか解決のヒントをいただけますと幸いです。
ちなみにRubyのバージョンは下記の通りです。
ruby 2.3.7p456 (2018-03-28 revision 63024) [universal.x86_64-darwin18]

Description:
The 'rails new' command creates a new Rails application with a default
directory structure and configuration at the path you specify.

You can specify extra command-line arguments to be used every time
'rails new' runs in the .railsrc configuration file in your home directory.

Note that the arguments specified in the .railsrc file don't affect the
defaults values shown above in this help message.

Example:
rails new ~/Code/Ruby/weblog

This generates a skeletal Rails installation in ~/Code/Ruby/weblog.

rails s実行時のログを貼って下さい。

エラーを見た感じ、そもそもプロジェクトを作っていないのではないでしょうか？汗
