normalize.cssが反映されない

前提・実現したいこと

normalize.cssを用いてChromeのHTMLのデフォルト設定を解除したいです。
しかしブラウザ上でプレビューしても外枠の隙間が埋まりません・・・
エラーを見るとそもそもnormalize.cssのファイルを読み込めていないようです・・・
解決方法のアドバイスお願いします！！

RailsでCloud9を用いて開発をしています。

試したこと

ディレクトリの指定方法を変えてみたり、application.html.erbとnormalize.cssを同じファイルに入れてみたり・・・

補足情報

application.cssには下記の記載もあります。
（記載順序を逆にして試しても見ました。）

 *= require_self
 *= require_tree .
 */

個人的にはnormalize.cssの読み込みの直後の下記が影響しているのかなと・・・
