rails s をした時にサーバーが起動しません。

前提・実現したいこと

railsサーバーの起動をおこないたい。

railsを学びはじめたばかりでエラーがメッセージの意味をなかなか理解できなくて、
うまく質問できず申し訳ないです。
どこに問題があるのでしょうか？？？

rails newのメッセージが出る場合、多くの場合がrails sを実行したディレクトリにrailsのプロジェクトが存在していないことによるものです。

他に何もせずいきなりrails sした
git cloneで他所からソースを取得していない
railsプロジェクトのあるディレクトリに移動していない

上記のいずれかに該当していませんでしょうか。

試しに別のプロジェクトを立ち上げそのディレクトリ上で rails s を実行したところ、 Puma caught this error: Error loading the 'sqlite3' Active Record adapter. Missing a gem it depends on? can't activate sqlite3 (~> 1.3.6), already activated sqlite3-1.4.0. Make sure all dependencies are added to Gemfile. (LoadError) このようなエラーが出来きました。

それは全く別の理由からエラーとなっています。近頃、sqlite3-1.4.0がRailsで使えないという問題がよく知られています。 Gemfile内で以下のようにバージョンを指定してください。 gem 'sqlite3', '~> 1.3.6' https://qiita.com/Kta-M/items/254a1ba141827a989cb7
