【Windows】ruby on rails 環境構築 localhost:3000に繋げたい

前提・実現したいこと

現在、Ruby on Railsの環境構築中で以下の手順まで進めています。
#####1.vagrantの設定(vagrant init,vagrant up,vagrant ssh)
######2.Railsのインストール (gem install rails)
######3.Railsのサンプルアプリ作成(rails new sample)
######4.Railsサーバーの起動 (rails s)

しかし、サーバーを起動しても[localhost:3000]に繋がりません。
