「rails sever」でエラー「cannot load such file ~~ sqlite3

前提・実現したいこと

Ruby on Railsを初めて触ります。

こちらのサイトを参考にアプリケーションを作成し、
rails server でWEBrickサーバを起動させようとしたところ、

cannot load such file -- sqlite3/sqlite3_native (LoadError)
（全文は以下）のメッセージが出てエラーになってしまいます。

バージョンは
Ruby: 2.5.1p57
Rails: 5.2.0
RubyGem: 2.7.7
SQLite3: 1.3.13

OSはWindows7です。
