pipバージョンエラー

前提・実現したいこと

windowsにpython3.6.4を入れ、pipでパッケージをインストールしようとしたところ
赤文字のあと、黄文字で以下のように文章が表示されました。
You are using pip version 9.0.1, however version 9.0.2 is available.
You should consider upgrading via the 'python -m pip install --upgrade pip' command.

色々ググって見たのですが結局解決策しませんでした。
プログラミング言語自体は大学で少し勉強しているのですが環境や構造については全く触れられておらず、どうしたらいいかわかりません。どなたかご教授ください。

試したこと

pipのバージョンが古いのかと思い、このエラーの通りpython -m pip install --upgrade pipとコマンドを打ってみたところ同様のエラーが出ました。
他にも調べて出てきたコマンドを試してみても同様でした。

補足情報（FW/ツールのバージョンなど）

windows10 Home
python-3.6.4

Pythonのpipでのパッケージインストール

「pip アクセスが拒否されました。」のキーワードでグーグル検索するといろいろヒットするかと。

次起こりそうな問題のリンクも置いておきます。
Win + Python3.6で「pip install」を実行したときに「UnicodeDecodeError: 'utf-8' codec can't decode byte 0x83」と表示される。

2018/03/22追記　コメント欄の質問を受けて追記。

cmdを管理者として実行したら解決したのですが、なにが原因なのかは判りませんでした。

質問文のエラーメッセージは以下になります。

PermissionError: [WinError 5] アクセスが拒否されました。: 'c:\program files\python36\Lib\site-packages\certifi'

■原因
Windows Vista以降のOS(Windows 10)も該当
c:\program files以下やC:\直下のフォルダに書き込みするには、ユーザーアカウント制御 (UAC; User Account Control) があるため管理者権限が要求されます。

2エクスプローラーを使ってデスクトップにあるファイルをCドライブ直下にファイルコピーを行うと動作が分かりやすいかと。

pipは内部で公開されているパッケージサイトからパッケージファイルをダウンロードします。
pythonのインストールディレクトリ、今回の場合はc:\program files\python36　にパッケージの内容を書き込みに行きます。

その時に管理者権限がなかったため、質問文のエラーが発生しました。

あなたのPythonのインストール先はC:\Program Files\Python36ですね？pipはそのディレクトリー配下のいくつかのファイル・ディレクトリーを更新します。WindowsではC:\Program Filesの下など重要ないくつかのディレクトリーはUACで保護されており一般ユーザーが起動したプログラムからだと更新操作のいくつかが制限されます。pipも同様の制限を受けるので更新に失敗するわけです。
